Another note on the detention thing:
I’ve had Japanese teachers tell me that making an unruly student sit away from other students in a corner or stand in front of the class as punishment is forbidden. Apparently that also violates the student’s right to education. I would guess that it is just a symptom of a system in which overly powerful PTA’s could really mess things up for any teacher who decides to take risks by enforcing discipline in classrooms.

Actually I wondered about that. I’m not sure how it makes any sense, but I can see how the teachers are handcuffed from taking any disciplinary measures. Again, why the ministry needs to give them the tools to manage classrooms without interference from PTAs.
